A Carlisle Scholars research team at the U.S. Army War College spent the year examining what overclassification costs the space enterprise. Their conclusion: the instinct that protects a program can quietly disarm it, because deterrence nobody can see deters nobody. Compartmentalization slowed the Army’s own analysts and walled off the allies and commercial partners the mission depends on.
